La Proclamación Presidencial 10773 ha suspendido y limitado la entrada de determinados no ciudadanos en Estados Unidos a través de la frontera sur de Estados Unidos.
A partir del 5 de junio de 2024, los procedimientos de inmigración y asilo en la frontera sur de Estados Unidos serán más estrictos. Según el Departamento de Seguridad Nacional (DSN), esta suspensión y limitación de la entrada y las medidas asociadas se aplicarán hasta 14 días naturales después de que haya habido 28 días naturales consecutivos de un promedio de 7 días naturales consecutivos de menos de 1.500 encuentros por parte del DSN. La suspensión y la limitación de la entrada seguirán aplicándose, o volverán a aplicarse, si se ha producido una media de 7 días naturales consecutivos de 2.500 encuentros o más. Por lo tanto, a partir de ahora, la norma no tiene fecha de expiración.
En virtud de la Proclamación Presidencial, los no ciudadanos que sean detenidos por el DSN mientras intentan entrar ilegalmente en los Estados Unidos y que no establezcan una base legal para permanecer en los Estados Unidos serán:
- expulsados rápidamente a su país de origen o a un tercer país,
- se enfrentarán a una prohibición de reingreso de al menos 5 años, y
- podrán enfrentarse a posibles cargos penales por una reentrada ilegal posterior.
Los no ciudadanos que crucen ilegalmente la frontera sur de Estados Unidos y que no estén incluidos en una de las excepciones de la Proclamación, por lo general no tienen derecho a asilo, a menos que existan circunstancias excepcionalmente apremiantes.

La suspensión y las limitaciones previstas en la proclamación no se aplican a los no ciudadanos que concierten una cita para presentarse en un puerto de entrada terrestre designado. La norma tampoco se aplica a los residentes permanentes legales, otros no ciudadanos con un visado válido u otras personas con permiso legal para entrar en Estados Unidos, niños no acompañados y víctimas de una forma grave de trata de seres humanos.

A Willingness to Advocate Zealously This is perhaps the most underrated quality in a recommender. You do not want a contact who is only willing to "confirm the facts." A letter that simply affirms facts and offers a standard affirmation of your skills and accomplishments will not convey to the officer that you are truly extraordinary. You should seek recommenders who are willing to be effusive. They should be prepared to use strong language—words like indispensable, unparalleled, world-class, and pioneer. This is a visa for exceptionally accomplished professionals, and for your references to be effective their words must convey to the officer that you are truly extraordinary. If a contact is hesitant to provide a glowing, high-energy recommendation, they may not be the right choice for this specific legal process.
