El 20 de enero de 2025, el presidente Donald Trump firmó una orden ejecutiva que impone nuevas restricciones a los migrantes, incluidas limitaciones al asilo y a las protecciones humanitarias. La orden ordena al Departamento de Seguridad Nacional (DHS por sus siglas en inglés) que ponga fin a todos los programas de permisos de viaje temporal categórica que entren en conflicto con las políticas estadounidenses, lo que incluye los procesos de permisos de viaje temporal para ciudadanos cubanos, haitianos, nicaragüenses y venezolanos. Además, esta disposición podría afectar a los programas de permisos de viaje temporal para personas procedentes de Afganistán, Ucrania y otros países.
Además de restringir los permisos de viaje temporales, la orden ejecutiva introduce varias medidas de seguridad fronteriza, como la construcción de más barreras físicas, el aumento del personal fronterizo y el cese del uso de la aplicación móvil CBP One. La orden ordena específicamente al Departamento de Defensa (DOD por sus siglas en inglés) y al DHS que construyan más muros fronterizos para establecer lo que denomina «control operativo completo» de la frontera sur. Además, ordenó el cierre inmediato
de la aplicación móvil CBP One, que anteriormente permitía a los solicitantes de asilo programar citas en los puertos de entrada de Estados Unidos. Como resultado, todas las citas existentes han sido canceladas inmediatamente.
La orden también inicia el restablecimiento del programa «Permanecer en México», también conocido como Protocolos de Protección a Migrantes (MPP por sus siglas en inglés), en todos los sectores de la frontera sur. En virtud del MPP, los solicitantes de asilo deben permanecer en México a la espera del resultado de sus procedimientos ante los tribunales de inmigración estadounidenses, lo que altera significativamente el proceso para quienes buscan refugio en el país.
